Cannot install Windows Cumulative Update 2023-07 on Windows Server 2016

I am currently trying to install the Cumulative Update 2023-07 Cumulative Update on one of my AWS Servers, which runs the OS - Windows Server 2016. It is getting install in the "Windows Update" tab but when I restart the Server. It prompts "We couldn't complete the updates undoing changes" and later under "Update history" it shows Failed to Install.I tried running the Windows Troubleshooter to fix this issue, but it didn't solve the error and It is showing : "Potential Windows Update Database Error detected".
