Cannot get out of French keyboard even though language is at English US

[Windows 10]

All my speaking quotations and question marks are being turned into É or È. I looked it up and came across many posts as such, every one of them saying to take French out of your languages. I donèt have French in there though, checked the entire thing, itès all American English. I need to hand assignments in and it canèt look like this.
