Cannot disable the On resume, display log-on screen

"On resume, display log-on screen" is always checked, and when I uncheck it and apply it, it doesn't work, and when I reopen the settings, it's still checked. I tried changing the value of "ScreenSaverIsSecure" in the registry to 0, and it did work, but when I restart the computer, the value changes back to 1 and the problem persists
