Cannot change display language in windows 11

[Windows 11]

I just upgraded my single language (Chinese) system to windows pro which allows multiple language. However, when I change the display language to english the system only becomes partially english (See graph below). I have restarted my computer for multiple times and even uninstall and reinstall the english language packs. None of them worked.Does anyone know how to address this issue? Thanks!
