Cannot boot up after Shut Down

I have been having issues only when rebooting my Windows 11 PC. I can reboot, restart, sleep, and hibernate just fine. The PC works well. But when I shut down the PC it will not boot back up to windows. After several soft and hard reboots, I can get into the trouble shooting screen and bios. The only fix is to reinstall from a flash drive then never shut down. Mysterious to me Any help would be greatly appreciated!!
