Cannot adjust left/right balance with headphones independently.

Hi! I have hearing loss in one ear, and in order to more comfortably use headphones, I need to adjust the balance toward the right side. However, when I do so (in settings OR in control panel), even when I am clicking on the single "left" or "right" dial, it forces one to adjust WITH the other. Is there a way to combat this? Mono audio is off.
