Cannot access Microsoft account to set up new PC

[Windows 10]

Trying to set up new Dell 3030 desktop. Cannot get past Microsoft sign in screen, keeps going in a loop (login, account password is incorrect, asked to receive code via email, entered verification code, get message saying that code didn't work and on and on) Nothing is working. Tried shift F10 and OOBE\BYPASSNRO but never had opportunity to change internet connection to "I don't have internet".
