Can you use FN keys without a function key?

My keyboard has 12 fn keys but no function key, and pressing them doesn't change the volume or brightness, but the functions they would do if you weren't holding function key (example: f3 to change volume doesn't work but alt-f4 to close an app does). Is there a keybind to act as a replacement function key or is there a way to make keybinds for volume settings in control panel? I'm getting really tired of having to press windows key then navigate to volume menu to change the volume.
