Can you transfer program files and windowsApps from an internal SSD to an internal HDD?

Hello, I want to upgrade my 256gb SSD to a 2 TB SSD. I got on western digital and found a compatible SSD with the help of their customer support and got it in. I removed the 256gb SSD and installed the 2 TB SSD and then only the BIOS 5 screen would come up. I found the new SSD in the system status tab, but it would not show up anywhere else. It did not show up in the priority boot section either. I then had to reinstall the 256 SSD to get back to figure out why. I have found some files on the SSD that I assume are relevant to boot up.
