Can you please help me with the problem of turning on the diagnostic policy service?

Hi, I have had a big problem with turning on the diagnostic policy service (DPS). It says: "The service diagnostic policy service on local computer started and stopped again. Some services stop automatically if it was not used by other services or programs." I've tried everything but nothing works. I have gone into local services and have been adding new users with full control. Both on the DPS and WDI file. But nothing I do works. DPS:Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\DPS\Parameters WDI:Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\WDI
