Can Windows 7 be upgraded to Windows 11 without a prior Windows 10 installation? If not, how can I install Windows 10?

I can't seem to upgrade to Windows 11 because a prior Windows 10 installation is required. But it seems I can no longer purchase a Windows 10 license and am trapped with Windows 7. Help!!!
