Can someone please help

[Windows Server]

My PC starts into a black screen with a cursor and a loading thing in the middle "not the cursor". when I turn it off and turn it back on its a black screen. I've tried using Ctrl win shift 5 and all the keys and they didn't work.can someone help. I also let it stay on for a bit and it didn't fix itself
