can not install update

Hi, i have tried on numerous occasions to install KB4516065 2019-09 Security monthly Quality Rollup for windows 7 but all i get is error code 80092004, can any one help with this, or is this just the state of windows support now, because if it is why in the world would i want to upgrade to another windows operating system
