Can I use WinPE to install a firmware update to my graphics card?

My graphics card won't work when the BIOS is in UEFI mode because it needs a firmware update. I can't update the firmware using the installer from the manufacturer's site because I don't have a copy of Windows for my desktop PC yet. I do have Linux up and running. Can I use WinPE on a USB stick to run the firmware installer? I've read the documentation I can find on:Windows PE (WinPE) but I'm still unclear
