Can I use my PC with my mobile number?

Good day! I'm trying to find a clear answer to whether or not I can fully use my PC with a mobile number. For call, text, full SMS support, etc. I understand, for whatever reasons, VOIP won't work for this. I'll need a real mobile number. But can I fully use my PC with that number once I purchase a subscription? Or can these numbers, for whatever reasons, only be used with real smart phones?
