Can I transfer my windows upgrade license to my new outlook account?

Hello there,I purchased Windows 10 Pro Upgrade license back in 2017 while I was in Bahrain. It was upgraded to Windows 11 Pro for free. The thing is I have changed a few laptops since then and had no issue using it as it is associated with my Outlook email and I always sign in and setup Windows on my laptop using my Outlook email account. Now what I want is to transfer my Windows Upgrade license to a new Outlook email account as I want to create a new account. Is it possible and if so then how can I do it. I shall be highly grateful for any help in this regard.Thank you
