Can I still play Forza horizon 3 offline by downloading it on disc

(I'm on Xbox one x) I have Forza horizon 3 on the disc copy and it's not downloading fully. On Google it's saying you can still play the game offline if it was perched on the stop. So my question is can I not play it because I didn't buy it online? I've always had it on the disc and I believe I never bought it on the store. Is there still a way I can play the game. And another question is dose it matter what console I'm on for the game to work?
