Can I revert to windows 10 by usb download if I reset my computer

Can anybody help with this issue, ever since I have downloaded windows 11 I haven't been able to access the start menu, file explorer, or access anything on my taskbar. It's nearly been a little over 3 months now since my problem and everything I have tried hasn't worked. I was wondering if when I factory reset my pc I could use a USB drive to download the windows 10 software back onto it but would there be a problem with it since it's downgrading software.
