Can I move a Windows 11 Pro Upgrade from one PC to Another?

I purchased the Windows 11 Pro Upgrade from the Microsoft Store on 7/5 for a New Surface Laptop. Everything went fine, however, the PC will not work properly on my companies Domain. So I had to set up a completely different PC for this user. I would prefer NOT to have to purchase another 11 Pro Upgrade for this new PC. The old PC will be completely wiped and restored so the Pro license will not be used any longer. How can I accomplish this?
