Can I install windows 10 without deleting apps files and data and moving windows to different drive.

Used to have windows 10 on HDD. Tried to clone and something got messed up a couple of years ago. Now it says windows is on my ssd. But when I unplug my hdd, it does not boot from my ssd and there is not a boot option in the bios. I just need to have all windows on my ssd and keeep all apps files and data with it. Suggestions would be great! Thank you.
