Can I download Microsoft Windows 23H2 from an official Microsoft source ?

I have just had to replace my system M.2 drive and the only official Windows Creation tool media I can find is 24H2 which I tried but still causes system instability issues. Obviously this being a new drive I cannot follow MS recommendations of rolling back to the stable 23H2. Is there a way to get the official media tool for 23H2 as I am not a fan of downloading an OS from any old site. I would think that as MS has acknowledged there are still issues with 24H2 the 23H2 iso should be made available again for download.
