Can I download and run the SubInACL Tool ?

I am having trouble installing the free Windows Update from my Window 7 OS due to error 80070005 (Access Denial Error). I intend to resort to downloading and running the SubInACL Tool described in a MS web page.

The web page says:-

“Download the SubInACL tool and install it. By default it will install to C:\Program Files\Windows Resource Kits\Tools.”

However, when I look in my C:\Program Files\ (and in C:\Program Files (x86)\) there is no sub folder called Windows Resource Kits\Tools.

So how should I expect the default installation to progress?
