Can I Do a Windows Restore to Duplicate Existing PC on a new PC?

I have a Surface Pro running Windows 11. My files are backed up on my OneDrive. I’m going to purchase a later version Surface Pro. I have an ISO image on an external hard drive. Can that ISO image be used to duplicate my current Windows 11 installation on my new Surface Pro? Or should I just use Windows Backup and Restore? I’m trying to avoid having to reinstall all my programs and have everything the same as it is on my existing PC.
