Can I disable the ability to reply to Phone Link notifications in the notification but still get notifications?

Either there are technical problems on my system with replying to Phone Link notifications, or I mess up and forget to send them, or both, but whatever the cause I lose messages needlessly when I accidentally reply in the notification. I'd like to continue getting the notifications but not be able to reply in them. Can I disable the ability to reply to Phone Link notifications in the notification but still get notifications?
