Can I configure OneDrive on a virtual private server (VPS) BEFORE turning it on?

I have a Microsoft 365 subscription so I have 1TB OneDrive storage with ~600GB used.I have a VPS that I use for system development and other tasks. I would REALLY like to have it sync to and from OneDrive.My issue is, as SOON AS I activate the OneDrive app, it IMMEDIATELY starts downloading the entire contents of my OneDrive, creating unwanted folders and files. It does not give me the chance to configure the OneDrive settings i.e. which folders I wish to sync. This would quickly consume all available disk space on the VPS.
