call in pc with dialer.exE?!?!

hello microsoft tech i wanna tell youwhy dialer.exe (aka windows phone dialer) need 56k modem to functioni thought 56K Modem were used for connecting internet!I dial WITH ATDT AND ATDP in modem with someone phone number (mobilE) it did same as dialer.exe
