Calendar issue with Outlook 2016 and Exchange Online - Organizer not able to invite additional attendees

Hi,

I recently joined a company which is using Outlook 2016 and Exchange Online. I have never seen this issue with Outlook 2016 and Exchange on-prem, so I'm hoping maybe I can be pointed in the right direction on how to research this.

Short version: Donna is a meeting organizer. For some reason, the Scheduling Assistant view is read-only; she is not able to invite additional attendees.

Long version: Donna is the Organizer of a meeting. Donna invited Jim through the Scheduling Assistant tool, and she sent the meeting. She goes back into her meeting to invite Jacob, also through the Scheduling Assistant. Outlook is behaving as if Donna is not the Organizer; she is not able to make any modifications or additions to the Scheduling Assistant. (A wrinkle here is that Donna is viewing these calendars in Overlay mode which can introduce confusion with regard to whose 'copy' of the appointment you are viewing, but I did witness Donna open *her* appointment, not the others'.)

Donna deleted the meeting from her own calendar and re-created it. She did so on behalf of Jim, inviting herself and Jacob. It appeared as normal on Jim's calendar, but it did not appear on Jacob's calendar until he accepted it. (This feels like a free/busy issue, or perhaps latency between the local clients and Exchange Online, but probably unrelated to the other issue?)
