C:\WINDOWS\system32\cmd.exe repeatedly opens and closes instantly in Terminal several times when computer is turned on

I use Windows 11. Sometimes, an empty black screen labelled "C:\WINDOWS\system32\cmd.exe" repeatedly opens and then instantly closes itself. This always happens shortly (7-10 seconds) after the computer boots up and sometimes happens when the computer is unlocked from sleep mode.I have tried:Scanning for viruses (Malwarebytes couldn't find anything).Pressing Ctrl-R and typing in "shell:startup". This opens (user)/AppData/Roaming/Microsoft/Windows/Start Menu/Programs/Startup, which is apparently supposed to show a list of startup programs but is completely empty.Going into Task Manager -> St
