C:\WINDOWS\system32\cmd.exe pop up virus?

I keep getting a C:\WINDOWS\system32\cmd.exe pop up on my Surface Pro 7 (Windows 11), and often Google Chrome crashes after the window pops up. In the window it reads: "ectivetraining.info" with a bunch of numbers following (sorry, a screenshot won't upload). I've done a full virus scan, which removed some threatening files, but the pop ups keep happening. Is this a virus? How do I remove it?
