burn Windows ISO to disc

every attempted burn of 24 H2 or 23 H2 to DVD fails with write error to DVD; media is Verbatim DL; small ISOs and audio files burn ok. Every Windows media fails Not the drive or host PC; multiple burning software tried; AV turned off during burn. One disc reported success, but was unreadable with errors. Any ideas? Is MS preventing a DVD burn? iso to USB utility should be able to make USB install media....
