Bsod stuck on 100%

[Windows Server]

Hello I was messing with c drive permissions to make my self the owner and then restarted my pc, it is stuck on 100% on the bsod when I restart the same thing happens, when I tried entering safe mode it just gets me stuck on 100% in. The bsod the only thing I can do is go into the bios can anyone help me please?
