Brightness has weird problem that hasn't appeared before.

My computer's brightness is working weird. When I press FN-F2 (Brightness down, it automatically jumps to about 20% brightness. Clicking again sets it to zero. But when I Press FN-F3 (Brightness up) it doesn't go beyond 20% brightness. I'm at full power and this has never happened before.
