Both USB ports on my Surface Book stopped working

I'm using a USB connected mouse and it stopped responding this morning (I've been using this mouse for more than a year just fine). Changing batteries didn't help. Trying a different mouse didn't help. The device manager shows "Unknown USB Device (Device Descriptor Request Failed)" entry even when nothing is plugged into the either of the two USP ports of the Surface (I'm not using a docking station). Rebooting the Surface didn't help. Uninstalling the "Unknown USB Device" entry and rescanning for hardware changes didn't help (the entry comes back). Unchecking the power saving setting for both
