Booting from Repair disk Windows 10

When I boot from the "repair disk windows 10" it begins to boot until it reaches the first page which asks which language do you want to use. When the boot begins the red LED in the optical mouse is on but just before the language query page comes up the LED goes off and the keyboard also goes dead so I am not able to answer the question. So I am stuck at that point. Is there a bug in the program? My computer is an hp pavilion desktop computer.
