Bootable Win11 USB drive

In trying to upgrade my Win11 on my laptop I attempted to make the boot sector larger and bricked the laptop. Is there a way to create a bootable USB drive so I can retrieve the few files that weren't backed up? I can do it easily with linux, but would rather a windows interface. I just want to navigate to the files, drag and drop them to another USB drive.
