Boot issues

[Windows 11]

My pc keeps restarting or freezing. It says my pc couldn’t restart properly due to File /windows/system32/winload.efiError code 0xc0000098I’m unable to access the command prompt in safe mode. Also I can’t reinstall windows 11 due to freezing and restarting. I’m accessed loads of articles, and I’m simply enable to perform any remedies. Does anyone have any solutions to amend this problem?Thanks
