Bluetooth Setup Blocked by Group Policy windows 10

my Oneplus Nord Buds2 bluetooth ear buds stopped connecting - handshake no good. No sound or start/stop controls when watching videos. Happened 2 weeks ago. Confirmed buds work on another windows 10 desk top. Isolated to my Dell Latitude E6410, upgraded to Windows 10 years ago.
