Bluetooth Headphones default to maximum volume

Whenever I connect my bluetooth headphones (Heyday) to my thinkpad laptop, the volume defaults to 100 regardless of the original volume on the computer before connecting. It will also default the headphones to 100 when I join a zoom call, regardless of the volume before joining. Please help, my eardrums hurt!
