Bluetooth dongles not working in Windows 11 24H2 (error code 31)

Hi,ever since Windows updated to 24H2, I have been unable to get any bluetooth dongle working. I have bought three new dongles, one after the other, hoping that would solve the issue (Realtek 5.1, TPlink 5.3, Ugreen 5.4) but all have the same issue as my original TPlink 5.0 which used to work just fine before the update:"This device is not working properly because Windows cannot load the drivers required for this device.
