Bluetooth does not connect or even attempt to connect when clicked using RZ616 Bluetooth Adapter.

I have updated bios and all drivers and no matter what I am left with this event on my device "Device USB\VID_0E8D&PID_0616&MI_00\7&13c806e8&1&0000 had a problem starting." I have tried everything including wifi updates as well and am curious on if this is a motherboard issue or a windows issue and how to fix it.
