Bluetooth can not connect other devices

I use a USB bluetooth adapter, here is the problem.In Settings/Bluetooth&devices/Devices/add device I can find all the devices but can connected fail for all devices.And I can not remove other bluetooth devices, it shows connected failedIn Device manager, Bluetooth icon， there is a small down arrow. If I right click and choose enable device, the arrow will disappear, but after 5 mins, this page will refresh, and the arrow come back.I have try many methods for this problem...include re-install driverIf you know how to deal with this, please tell me, thank you
