Bluetooth Adapter not giving my computer bluetooth

My pc does not have bluetooth capabilities. However, I heard online that bluetooth adapters can change that. But, when I plug in my bluetooth adapter, it still doesn't allow me to connect to bluetooth. Did I miss a step, or is my pc really incapable of getting bluetooth?
