Blue colors sometimes turn orange on startup

Hello, I'm having a weird issue with one of my Windows installations. sometimes when I boot up the system, all the blue colors display as orange. No setting I can find fixes it, but it near-always corrects itself after rebooting. It is not an issue with the monitor, or graphics card, as switching these out does not influence the frequency of the issue.What could be the problem?
