Black screen with only only mouse cursor

Many apps failed to start with 'not responding' error message. Windows 11 rebooted into black screen with only mouse cursor moving. Hit alt+ctrl del and ran DISM. Results said Windows was unable to locate problem. Happy to refresh and / or reinstall Windows but unable to do this from the Start button in the usual way. Have downloaded the Windows ISO. Can't run the mediacreation tool Any advice appreciated. Thanks.
