Black Screen with cursor only (no taskbar and startmenu)

I have a problem which occurs after i install microsoft visual c++ 2013 64 bit,after it finished installing, the installer told me to restart the pc,and after i restart my pc i get this after i logged in.Its just totally black,i can't open control panel,computer,etc.But i still can ctrl+alt+del and open task manager trough it.I have tried starting the computer in safe mode but still doesn't work,any help ?
