Black Screen with Cursor and Explorer.exe issues

Greetings everyone! So yesterday I came across a problem you see I was reinstalling GTA Vice City from the same pirated source as I did since I figured it didn't have dialouge sound but when I downloaded it I moved it to C:/ all the game files got moved there too so I deleted every one but heres what happend there were 3 files which jsut couldnt be deleted I tried to delete them but windows said they were open somewhere so I restarted and boom this problem came I looked up for solutions everywhere I used almost all solutions and the problem just couldnt be fixed I dont even know if I need to r
