Black screen with blue loading cursor on boot

[Windows 11]

My windows 11 computer whenever I turn it on is stuck on a black screen with a blue loading cursor. It won’t let me open anything with shortcuts that I know of and I can’t find any tutorials or explanations online. Please help I really need my computer for schoolwork and studying!
