Black Screen with blue loading circle cursor after fallen Win 10 install.

I did a factory reset to my pc.Then i wanted to reinstall my pc, after i selected my language it went to "One moment please..",In the process my pc got shut down.Now when i start the pc the screen is just black with the cursor on it with the loading blue circle ( which only shows up after moving my mouse othersite is invincible). After like 10 or 15 minutes the PC just shuts down itself Only thing i tried so far was setting default setting in BIOS. Help pls.
