Black screen and a cursor problem

English is my second language so please bare with me. My computer only displays black screen with a cursor after logging in. I tried going to the task manager and run the explorer.exe but it would keep on restarting for a few minutes and then it would open BUT the Start button, Search Bar .Volume ,Settings ,Calendar and the Notification wont work. I tried running sfc /scannow and it says "Windows resource protection could not perform the requested operation" I tried doing DISM /Online /Cleanup-Image /RestoreHealth but it shows Error:14098 the component store has been corrupted.
