Black background, no task bar, no icons but with cursor and open apps.

Explorer is running but not visible. Cmd, task manager and run work, can open apps through there but fonts are way larger than normal. Can't open settings. Tried restarting explorer, safe mode start, reinstalling settings, reinstall graphics driver, DISM and SFC.
